The 2nd National Strategy for Transformation (NST2): Rwanda’s game plan


In August 2024, the Rwandan government introduced the 2nd National Strategy for Transformation (NST2)—a bold five-year blueprint designed to supercharge economic growth and open up new opportunities for young people. Here’s what it’s all about:

●      1.2 million jobs in five years: That’s 250,000 new opportunities every year, with a strong focus on youth and women. The message? Rwanda is serious about employment.


●      Doubling export revenues: Rwanda is aiming to increase export revenue from $3.5 billion to $7.3 billion by 2029. If you’re into agro-processing, mining, or manufacturing, now’s the time to pay attention.


●      Quality education for real-world skills: The plan includes boosting pre-primary enrollment from 35% to 65%, creating TVET Centers of Excellence in 8 districts, and platforms like Ingazi to equip young people with practical, in-demand skills for the workforce.


●      Fighting stunting and malnutrition: A healthier population is a stronger workforce. NST2 aims to reduce stunting from 33% to 15%—a huge leap for national development.


●      Better infrastructure for all: By 2029, every household, school, and health facility is set to have reliable access to clean water, electricity, and sanitation services. Good news for quality of life and economic productivity.
